05/08 FCCC speaker event: Dr. Bates Gill on "China's approach to internatio nal arms control and nonprolife ration"

 

Dear Colleagues,

As China's economic and political clout grows, its military budgets
and international arms deals are coming under increasing scrutiny.
Stockholm International Peace Research Institute director Dr. Bates
Gill will share with us his insights on "International arms control
and nonproliferation issues: by what rules is China playing?". Deputy
Secretary General of the Chinese Arms Control and Disarmament
Association, Dr. Teng Jianqun will be available to answer your
questions together with Dr. Gill.

ABOUT THE SPEAKER:

 

Dr Bates Gill was appointed by the Swedish government to become
the seventh Director of the Stockholm International Peace Research
Institute (SIPRI) in March 2007. He held the Freeman Chair in China
Studies at the Center for Strategic and International Studies in
Washington, D.C from 2002 to 2007. He previously served as a Senior
Fellow in Foreign Policy Studies and inaugural Director of the Center
for Northeast Asian Policy Studies at the Brookings Institution from
1998 to 2002.
    He has also directed East Asia programs at the Center for
Nonproliferation Studies at the Monterey Institute, Monterey,
California and at the Stockholm International Peace Research
Institute, and formerly held the Fei Yiming Chair in Comparative
Politics at the Johns Hopkins University Center for Chinese and
American Studies, Nanjing, China. Dr. Gill received his Ph.D. in
Foreign Affairs from the Woodrow Wilson Department of Government and
Foreign Affairs, University of Virginia, USA.

    Dr Teng Jianqun ( Colonel, retired) is the Deputy Secretary
General of the Chinese Arms Control and Disarmament Association
(CACDA), a non-profit NGO with sponsorship from the Ministry of
Foreign Affairs in Beijing. Prior to that, he was the editor-in-chief
of a military journal in the Academy of Military Science, PLA. He
served in the People's Liberation Army for 25 years prior to his
demobilisation in 2004, when he joined the Ministry.
    In recent years, Dr. Teng has published dozens of papers on
international arms control and disarmament in addition to authoring
numerous CACDA reports. He has two master degrees, one from the
Academy of Military Science and another from the School of Oriental
and African Studies, London University. He also has a PhD in
international relations from Beijing University.
